Eleccion is seeking an experienced Technical Training Instructor to assist with a technical training program for our client’s targeting occupation by providing SME support to curriculum development and delivery of course material.  

RESPONSIBILITIES:

The ideal candidate should be familiar with basic instructional and course design principles to help build course curriculum.  The training may include blended and distance learning solutions, along with asynchronous and synchronous approaches to training.  The candidate will also help carry out training evaluations and support creation of a variety of training products such as guides, handbooks, and job aids. The instructor should have experience as a Technical Targeting Analyst (TTA) or other multi-source targeting experience.  The candidate must have expertise in and the ability to advise others on the use of common TTA tools and methodologies. 

QUALIFICATIONS:

Required:

• Bachelor's degree (4 years of relevant experience may substitute in lieu of degree) and 10+ years of related work experience
• Demonstrated experience as a Technical Targeting Analyst, or other multi-source targeting experience
• Knowledgeable in the use of common TTA tools and the ability to teach others to use
• Demonstrated ability to instruct others in the application of TTA tools and methodologies against real-world scenarios
• Successful experience facilitating training working groups and/or discussions
• Exceptional aptitude and ability in coordination, scheduling, and performing outreach
• Strong ability to establish and maintain meaningful directorate, client, and community networks, including ability to identify opportunities to integrate targeting tradecraft from those networks into the technical targeting training program
• Willingness to travel CONUS as part of routine work approximately five times per year
• Knowledge of how technical targeting drives technical operations (and vice versa)

Eleccion is seeking a Systems Integrator (SI) to provide support and assistance to our client’s Special Communications (SC) Team. The SI role is central to the coordination and smooth daily operation of the SC team as well as other communications activities. As part of the SC team, the SI will be a trusted position to coordinate and manage activities related to a variety of sensitive topics to include technical communications policy, mission partner engagement, advocacy of wide-ranging communication techniques and protocols, as well as budget. With a small but dynamic SC leadership team, the SI must be adaptable, resilient under pressure, and capable of operating independently.

RESPONSIBILITIES:

Specific responsibilities include (but are not limited to):

• Manage and support Sponsor in IC-level Special Communications meetings.
• Schedule and manage SC upcoming major briefings and engagements.
• Serve as primary focal point for SC resource planning and execution tasks.
• Coordinate, manage, and track all incoming tasks and actions for the SC team.
• Assist with tracking other communications services inventory and perform service activations, deactivations, and transfers as required.
• Communicate with stakeholders on service requests, troubleshooting, and communications device questions.
• Support SC team in Sponsor and community meetings related to communications device usage, developments, and funding.
• Schedule and manage SC team’s briefings and engagements with community partners.
• Serve as the backup focal point for communications device usage and funding.
• Manage SC Brain Book inputs and updates.

QUALIFICATIONS:

Required:

• Bachelor’s degree (four years of relevant experience may substitute in lieu of a degree) and fifteen (15) years or more experience; Masters and thirteen (13) years or more experience; PhD or JD and (10) years or more experience.
• Prior Sponsor experience and knowledge of Intelligence Community applications, systems, tools, and protocols.
• Excellent verbal, written, and presentation skills.
• Demonstrated experience with budget or resource management.

This mid-level Systems Engineer/Technical Advisor (SETA) role provides direct advisory and engineering support to government Project Leads or Government Task Managers (GTMs) within the client program. The position focuses on supporting Sponsor development activities in a highly technical, mission-critical environment related to cyber capabilities, systems engineering, and technology transition. The SETA will serve as an independent technical consultant, bridging government stakeholders, development teams, and mission needs. Emphasis is placed on requirements definition, risk analysis, conceptual design, technology scouting, and independent evaluations to advance client mission objectives.

RESPONSIBILITIES

• Requirements Definition & DocumentationDevelop well-documented, actionable, measurable, testable, and traceable requirements to support client-identified needs or opportunities, detailed enough for system design. Support allocation of system requirements to components, maintain traceability from user to component levels, and contribute to Statements of Work (SOWs) and requirements documents for active or future client/partner development/production efforts. Document requirements. 
• Risk Management & MitigationAnalyze client projects, programs, and enterprise readiness activities using critical thinking and numerical/quantitative approaches to identify technical risks, critical elements, failure susceptibilities, or vulnerabilities. Provide recommendations to improve efficiencies, prioritize risk reduction options, and monitor/control impacts.
• Identify & AnalyzeIdentify and maintain awareness of technical data sources to support intelligence analysis; obtain access to these sources; develop and perform queries; conduct initial quantitative and qualitative analysis; develop analytic judgments (e.g., relevance, vulnerabilities); and prepare briefings/reports on methodology and results.

May support proof-of-concept testing or evaluation of delivered technologies in virtualized environments and make recommendations on technological development.

QUALIFICATIONS: 

Required: 

• Bachelor’s degree in a relevant technical field plus at least 3 years of experience OR at least 7 years of directly relevant experience in a technical function.
• Proven ability to develop well-documented, actionable, measurable, testable, traceable requirements supporting client development activities.
• Demonstrated successful experience applying critical thinking to analyze client projects/programs and identify technical risks impacting successful capability delivery.
• Demonstrated successful experience developing Concept of Operations (CONOPS) diagrams using industry best practices, through coordination with project stakeholders.
• Demonstrated successful experience forecasting technologies/products related to and advancing the client's mission area.
• Demonstrated successful experience providing independent assessments of projects for technical risk and suggesting improvements to technical functionality.

• Demonstrated successful experience developing comprehensive project plans to transition cyber research concepts into mission-ready capabilities.
